Without better investment in education and rehabilitation of our prisoners, is it a surprise that we have such poor re offending rates?
I am aware that a lot of good work is done in many establishments, but the strain on staffing levels and low capital investment is now clearly showing in the performance data, staff morale and prisoner unrest.

The Royal Society of Arts said the service needed to be overhauled to reduce reoffending rates that cost the taxpayer billions of pounds. It called for staffing to be increased and for prisons to have a legal duty to track rehabilitation rates.
